HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives
3 congratulate Judge Jerry Flynn on his retirement as Resident
4 Circuit Judge, Randolph County, a position in which he served
5 from 1990 to December 3, 2004; and
 
6     WHEREAS, Judge Jerry Flynn was born May 20, 1948 to Harry
7 and Mary Elizabeth Flynn of East St. Louis, the third of six
8 children; and
 
9     WHEREAS, He attended the Holy Angels Parish Grade School,
10 St. Henry's Seminary, and Lewis University, later graduating
11 from Illinois College in Jacksonville, where he met his wife,
12 the former Luana Meinders; they were married in June 1973; and
 
13     WHEREAS, He and his wife, Luana, have three children,
14 Jeremy, Erin, and Christopher; and one grandson, Grant; and
 
15     WHEREAS, After a brief stint in the National Guard, he
16 continued his education at St. Louis University's School of
17 Law, earning his Juris Doctor in 1974; in the fall of 1974, he
18 was accepted to the Illinois Bar Association, and soon
19 thereafter joined the law firm of Nehrt, Sachtleben and Fisher
20 in Red Bud, where he worked until his appointment as an
21 Associate Judge of the 20th Circuit in October 1975; at age 27,
22 Judge Flynn became the youngest judge in the State at that
23 time; and
 
24     WHEREAS, In 1982, he received the Young Alumnus of the Year
25 award from Illinois College; he served as Associate Judge in
26 the 20th Circuit until August 1988, when he was appointed
27 Circuit Judge in St. Clair County; the following year, he
28 received a Distinguished Service Citation from Illinois
29 College; and

1     WHEREAS, In 1990, he was appointed Resident Circuit Judge
2 in Randolph County; it was this very position he had hoped for
3 since he was first appointed Associate Judge 15 years ago;
4 shortly after this appointment, he presided over his most
5 famous trial, which later became the book, "Deadly Deception"
6 by Alva Busch; and
 
7     WHEREAS, Since his election to the position of Resident
8 Circuit Judge in Randolph County in 1992, he has continued his
9 service to the Illinois judicial system, as well as to his
10 community; he is an active member of St. John the Baptist
11 Parish in Red Bud, a member of the Red Bud Library Board, and
12 many other civic organizations; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
15 congratulate and thank Judge Jerry Flynn for his lifetime of
16 contributions to the legal community and to the citizens of Red
17 Bud and Randolph County; and be it further
 
18     RESOLVED, That a suitable copy of this resolution be
19 presented to Judge Jerry Flynn as an expression of our respect
20 and esteem and with our best wishes for his retirement.
