| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives offer our sincere appreciation to John Patrick |
4 |
| Carney (Rick) for his many years of service as DuPage County |
5 |
| Recorder; and
|
6 |
| WHEREAS, Rick and his wife, Patricia, have raised four |
7 |
| children, Alicia, Kathryn, Kevin, and Brian; and
|
8 |
| WHEREAS, He graduated from St. John's Military Academy in |
9 |
| Wisconsin in 1965, and later earned a Bachelor of Arts degree |
10 |
| in 1969 from the University of Dubuque in Iowa; and
|
11 |
| WHEREAS, Rick began his professional career as an owner and |
12 |
| operator of Carney Custom Decorating, he then became a partner |
13 |
| of Platinum Venture Partners I and II, and then was an |
14 |
| Arbitrator in the 18th Judicial Circuit Court; and
|
15 |
| WHEREAS, He has served as the County Recorder for five |
16 |
| straight terms beginning in 1984; in his first term as |
17 |
| Recorder, he oversaw the complete computerization of the |
18 |
| Recorder's Office; in his second term, he implemented a |
19 |
| state-of-the-art optical imaging system for all documents, |
20 |
| bringing the records management of the Recorder's Office to the |
21 |
| leading edge of technology; this innovation has been recognized |
22 |
| in several magazines and newspaper publications; and
|
23 |
| WHEREAS, He completed the computer link between the DuPage |
24 |
| County Recorder and the Cook County Recorder that allows the |
25 |
| research of information from either county location; this is |
26 |
| the first system of its kind within the United States whereby |
27 |
| two counties have interchangeable information; and
|
28 |
| WHEREAS, He served as a member of Illinois Attorney General |
29 |
| Jim Ryan's Commission on Electronic Commerce and Crime which |
