HOUSE RESOLUTION

 
2     WHEREAS, Approximately 1 in 7 women will develop breast
3 cancer in their lifetime; and
 
4     WHEREAS, The incidence rate of women with breast cancer in
5 Illinois has continued to increase throughout the past ten
6 years; and
 
7     WHEREAS, The amount of research and development of new
8 breast cancer treatments for women has worked to exponentially
9 increase the number of breast cancer survivors in Illinois; and
 
10     WHEREAS, When diagnosed at early stages (Stage 1), the
11 5-year breast cancer survival rate for women is 97%; and
 
12     WHEREAS, Recent data indicate that nearly one out of every
13 five enrollees in the National Breast and Cervical Cancer Early
14 Detection Program, which specializes in providing critical
15 breast and cervical cancer screening services to underserved
16 women, do not adhere to recommended mammography rescreening
17 schedules; and
 
18     WHEREAS, Lower-income breast cancer patients are more
19 likely to be diagnosed with advanced stages of the disease and
20 have lower 5-year survival rates; and
 
21     WHEREAS, Illinois' FY 2005 appropriation of $10 million for
22 tobacco use prevention from the 1998 tobacco Master Settlement
23 Agreement entered in the case of People of the State of
24 Illinois v. Philip Morris, et al. in the Circuit Court of Cook
25 County falls well short of the Centers for Disease Control and
26 Prevention's suggested appropriation of $63 million for
27 tobacco use prevention; therefore, be it
 
28     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 the Susan G. Komen Foundation is annually recognized on October
3 14th for its vigorous efforts to eradicate breast cancer
4 through research, education, screening, and treatment; and be
5 it further
 
6     RESOLVED, That we encourage the continued citizen
7 participation in the Penny Severns Breast and Cervical Cancer
8 Research Fund Income Tax check-off, which raised more than
9 $100,000 in FY 2004 alone; and be it further
 
10     RESOLVED, That we strongly encourage women age 40 and older
11 to have mammogram screenings every 1-2 years; and be it further
 
12     RESOLVED, That we urge the General Assembly to appropriate
13 additional funding for breast cancer awareness and prevention
14 from the tobacco Master Settlement Agreement; and be it further
 
15     RESOLVED, That we urge the Congress of the United States to
16 pass an FY 2005 appropriation for the National Breast and
17 Cervical Cancer Early Detection Program in the amount of $250
18 million; and be it further
 
19     RESOLVED, That we urge the State of Illinois to continue
20 maximizing its federal funding allocation from the National
21 Breast and Cervical Cancer Early Detection Program by
22 continuing to appropriate the maximum annual matching dollars
23 to this vital program; and be it further
 
24     RESOLVED, That we urge the Director of the Illinois State
25 Fair to annually designate one day at the State Fair as a day
26 of recognition for Breast Cancer Awareness; and be it further
 
27     RESOLVED, That suitable copies of this Resolution be
28 forwarded to each member of the Illinois Congressional
29 delegation and to the Director of the Illinois State Fair.
