| HOUSE RESOLUTION

| WHEREAS, Chief of Police Francis G. DioGuardi is retiring |
3 |
| after 33 years of dedicated service in the Police Department of |
4 |
| the Village of Park Forest; and
|
5 |
| WHEREAS, Francis G. DioGuardi has been in the Park Forest |
6 |
| area since 1970; on September 16, 1971, he was sworn in as a |
7 |
| patrol officer for the Park Forest Police Department; in the |
8 |
| patrol division, he distinguished himself by establishing |
9 |
| several community outreach programs fostering positive |
10 |
| police/youth interaction and he was a department spokesman in |
11 |
| the local school systems on child safety, stranger danger, and |
12 |
| sexual assault prevention; and
|
13 |
| WHEREAS, In 1981, he was assigned to the Detective/Juvenile |
14 |
| Division where he investigated serious crimes and established a |
15 |
| close working relationship with the Juvenile Justice System; in |
16 |
| 1982, he was appointed Director of Crime Prevention and Youth |
17 |
| Services within the Police Department; during his eight years |
18 |
| in this position, he established several meaningful community |
19 |
| policing programs; and
|
20 |
| WHEREAS, He was one of the first 30 DARE officers in the |
21 |
| State of Illinois in 1985 and taught the curriculum in three |
22 |
| school districts in the Village; he served as Executive |
23 |
| Director of Region II Operation Snowball and worked on the Rich |
24 |
| Township High School District Operation Snowball; as a founding |
25 |
| member of the South Suburban Council on Sexual Assault, he was |
26 |
| instrumental in rewriting the sexual assault statutes of |
27 |
| Illinois and helped create the Domestic Violence Act of 1986; |
28 |
| and
|
29 |
| WHEREAS, In 1989, he served as President of the South |
30 |
| Suburban Juvenile Officers Association; in 1990, he was |
31 |
| promoted to the rank of Corporal and assumed the duties of |
