HOUSE RESOLUTION

 
2     WHEREAS, Chief of Police Francis G. DioGuardi is retiring
3 after 33 years of dedicated service in the Police Department of
4 the Village of Park Forest; and
 
5     WHEREAS, Francis G. DioGuardi has been in the Park Forest
6 area since 1970; on September 16, 1971, he was sworn in as a
7 patrol officer for the Park Forest Police Department; in the
8 patrol division, he distinguished himself by establishing
9 several community outreach programs fostering positive
10 police/youth interaction and he was a department spokesman in
11 the local school systems on child safety, stranger danger, and
12 sexual assault prevention; and
 
13     WHEREAS, In 1981, he was assigned to the Detective/Juvenile
14 Division where he investigated serious crimes and established a
15 close working relationship with the Juvenile Justice System; in
16 1982, he was appointed Director of Crime Prevention and Youth
17 Services within the Police Department; during his eight years
18 in this position, he established several meaningful community
19 policing programs; and
 
20     WHEREAS, He was one of the first 30 DARE officers in the
21 State of Illinois in 1985 and taught the curriculum in three
22 school districts in the Village; he served as Executive
23 Director of Region II Operation Snowball and worked on the Rich
24 Township High School District Operation Snowball; as a founding
25 member of the South Suburban Council on Sexual Assault, he was
26 instrumental in rewriting the sexual assault statutes of
27 Illinois and helped create the Domestic Violence Act of 1986;
28 and
 
29     WHEREAS, In 1989, he served as President of the South
30 Suburban Juvenile Officers Association; in 1990, he was
31 promoted to the rank of Corporal and assumed the duties of

1 first-line supervisor in the Patrol Division and served as a
2 department hostage negotiator; in 1995, he was promoted to the
3 rank of Sergeant and served as a shift Watch Commander; and
 
4     WHEREAS, In 1999, he was designated a Commander and
5 provided input and direction to the Police Department
6 Administration as part of the management team; he also served
7 on the policy board of the Dating Violence Prevention Education
8 Program at Rich Township High School District 227; in 2000, he
9 was promoted to the rank of Captain and served as head of
10 operations for the Police Department; he assumed the duties of
11 Chief of Police in the absence of the Chief; and
 
12     WHEREAS, In July 2003, Chief DioGuardi was appointed
13 Interim Chief of Police, assuming overall management of the
14 Park Forest Police Department; he was appointed permanent Chief
15 of Police for the Park Forest Police Department in 2003;
16 therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19 congratulate Chief of Police Francis G. DioGuardi on the
20 occasion of his retirement from the Park Forest Police
21 Department after 33 years of service; we thank him for his
22 exemplary service and we wish him all the best in his future
23 endeavors; and be it further
 
24     RESOLVED, That a suitable copy of this resolution be
25 presented to Chief DioGuardi as an expression of our respect
26 and esteem.
