HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives of the
3 State of Illinois are pleased to congratulate Walter D. Clark
4 of Normal on the occasion of his retirement as Chief of Police
5 of Normal; and
 
6     WHEREAS, Mr. Clark attended the University of Illinois at
7 Springfield, where he received a B.A. in social justice in
8 1977; he went on to do graduate studies at the University of
9 Virginia and is a graduate of the National F.B.I. Academy; he
10 has continued his education by participating in various
11 schools, seminars, and receiving training in management and
12 public safety; he is a Certified Police Chief through the
13 Illinois Association of Chiefs of Police; and
 
14     WHEREAS, Mr. Clark began his career in law enforcement as a
15 patrol officer with the Normal Police Department in 1971; he
16 served in many capacities through the years, including as a
17 Detective/Investigator; Executive Aide to the Chief; Sergeant,
18 Patrol Shift Supervisor; Sergeant, Administrative Services
19 Supervisor; Lieutenant, Patrol Shift; Lieutenant, Det.
20 Division Commander; Lieutenant, Supp. Services Coordinator;
21 Assistant Chief of Support Services; Assistant Chief of
22 Operations; and finally becoming Chief of Police in 1995; and
 
23     WHEREAS, Mr. Clark is a member of many professional and
24 civic organizations including the Illinois/International
25 Association of Chiefs of Police, the F.B.I. National Academy
26 Associates of Illinois where he was past president of the
27 Southern Division, McLean County Crimestoppers where he was a
28 past Police Coordinator, Countering Domestic and Sexual
29 Violence Advisory Board, the Normal Lions Club where he was a
30 past president, the Normal Employees Assistance Program
31 Committee Chairman, and the Normal Employee Credit Union where
32 he was a past president, and he has served as a guest speaker

1 at Illinois State University, Lincoln College, and local high
2 schools; and
 
3     WHEREAS, Mr. Clark valiantly served his country as a member
4 of the U.S. Navy Recruiting Service in Washington, D.C. from
5 1963 to 1967; prior to serving with the Normal Police
6 Department, he worked in the grocery industry as an assistant
7 manager, store manager, and district manager; therefore, be it
 
8     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
10 congratulate Walter D. Clark on the occasion of his retirement
11 as Chief of Police of Normal, and we thank him for his many
12 years of service devoted to the safety of the citizens of
13 Normal; and be it further
 
14     RESOLVED, That a suitable copy of this resolution be
15 presented to Walter D. Clark as an expression of our respect
16 and esteem and with best wishes for a relaxing retirement.
