2 | WHEREAS, The members of the House of Representatives of the | ||||||
3 | State of Illinois are pleased to congratulate Richard E. Davis | ||||||
4 | of Bloomington on the occasion of his retirement from the | ||||||
5 | Bloomington Police Department after 31 years of service in law | ||||||
6 | enforcement; and
| ||||||
7 | WHEREAS, Mr. Davis graduated from Pontiac Township High | ||||||
8 | School in Pontiac in 1970 and attended Winston Churchill Junior | ||||||
9 | College in Pontiac; and
| ||||||
10 | WHEREAS, Mr. Davis valiantly served his country as a member | ||||||
11 | of the 123rd Infantry Unit of the United States Army/Illinois | ||||||
12 | National Guard, based in Pontiac; he attended basic training | ||||||
13 | and advanced individual training at Ft. Jackson in Columbia, | ||||||
14 | South Carolina; he participated in non-commissioned officer | ||||||
15 | training at Fort Still, Oklahoma, in 1976; he was honorably | ||||||
16 | discharged with the rank of Sergeant E-5 in 1977; and
| ||||||
17 | WHEREAS, In 1973, Mr. Davis attended the University of | ||||||
18 | Illinois Police Training Institute in Champaign, where he | ||||||
19 | completed basic police recruit and breath alcohol analysis | ||||||
20 | studies; he studied major homicide investigation at the Midwest | ||||||
21 | Organized Crime Information Center in Springfield, Missouri, | ||||||
22 | and undercover police operations at the Federal Law Enforcement | ||||||
23 | Training Center in Glynco, Georgia, in 1985; in 1998, he | ||||||
24 | attended the School of Police Staff and Command at the | ||||||
25 | Northwestern University Center for Public Safety in Evanston; | ||||||
26 | and

27 | WHEREAS, Mr. Davis began his career with the police force | ||||||
28 | with the City of Pontiac, Illinois Police Department as a | ||||||
29 | police officer in 1973; he became a Hit and Run Accident | ||||||
30 | Investigator for the City of Bloomington, Illinois Police | ||||||
31 | Department in 1977; he worked his way through the ranks at the |

2 | Investigator, Crime Prevention Officer, Patrol Officer, | ||||||
3 | Detective in the Criminal Investigations Unit, Patrol | ||||||
4 | Sergeant, Sergeant-Pro/Active Gang Suppression Unit | ||||||
5 | Supervisor, Detective Sergeant, Commander of the Vice and | ||||||
6 | Narcotics Unit, and Sergeant-Administrative Training | ||||||
7 | Sergeant/Quartermaster, and | ||||||
8 | WHEREAS, Sergeant Davis has been the recipient of many | ||||||
9 | honors during his tenure with the police force; he received a | ||||||
10 | Unit Citation from the Bloomington Police Department in 1997 | ||||||
11 | and 2000, was honored by the Sons of the American Revolution as | ||||||
12 | McLean County Officer of the Year in 2000 and with the Bronze | ||||||
13 | Good Citizenship Award in 2001, and he received a Distinguished | ||||||
14 | Achievement Award from the Bloomington Police Department in | ||||||
15 | 2000; and

16 | WHEREAS, Sergeant Davis is active in many professional | ||||||
17 | organizations including the American Society of Law | ||||||
18 | Enforcement Trainers, the Policemen's Benevolent and | ||||||
19 | Protective Association of Illinois Unit #21, the Northwestern | ||||||
20 | University Traffic Institute Alumni Association, and the | ||||||
21 | Mobile Unit 8 Training Board; therefore, be it
| ||||||
22 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
23 | NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
24 | congratulate Richard E. Davis of Bloomington on the occasion of | ||||||
25 | his retirement from the Bloomington Police Department after 31 | ||||||
26 | years of service in law enforcement; and be it further
| ||||||
27 | RESOLVED, That a suitable copy of this resolution be | ||||||
28 | presented to Sergeant Davis as an expression of our respect and | ||||||
29 | esteem and with best wishes for a relaxing retirement.
