HOUSE RESOLUTION

 
2     WHEREAS, Section 2-3.25g of the School Code allows school
3 districts to petition the State Board of Education for the
4 waiver or modification of School Code mandates and State Board
5 of Education rules; and
 
6     WHEREAS, Section 2-3.25g of the School Code requires the
7 State Board of Education to file a report outlining the waivers
8 requested by school districts and appeals by school districts
9 of requests disapproved by the State Board of Eduction with the
10 Senate and the House of Representatives and allows the General
11 Assembly to disapprove the State Board of Education's report,
12 in whole or in part, by adopting a resolution by a record vote
13 of the majority of members elected in each house; and
 
14     WHEREAS, The process whereby the General Assembly
15 considers and disapproves school mandate waivers and appeals
16 needs to be more deliberative, informed, and cooperative;
17 therefore, be it
 
18     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20 there is created the Task Force on the Waiver of School Code
21 Mandates consisting of (i) the chairperson and minority
22 spokesperson of the House of Representatives' Elementary and
23 Secondary Education Committee, who shall be co-chairpersons of
24 the Task Force, (ii) the Deputy Governor for Education, and
25 (iii) representatives of the Illinois Federation of Teachers,
26 the Illinois Education Association, and the Illinois Statewide
27 School Management Alliance, who shall be designated by the
28 co-chairpersons of the Task Force, all of whom shall serve
29 without compensation but shall be reimbursed for their
30 reasonable and necessary expenses from funds appropriated for
31 that purpose; and be it further

1     RESOLVED, That the Task Force shall meet at the call of the
2 co-chairpersons, shall receive the assistance of legislative
3 staff, shall study ways to make the process whereby the General
4 Assembly considers and disapproves school mandate waivers and
5 appeals more deliberative, informed, and cooperative, and
6 shall report its findings and recommendations to the House by
7 filing copies of its report with the Clerk of the House on or
8 before January 1, 2005; and that upon filing its report the
9 Task Force is dissolved.
