HOUSE RESOLUTION

3     WHEREAS, The Private Sewage Disposal Licensing Act was
4 enacted in 1973 "to protect, promote and preserve the public
5 health, safety and general welfare by providing for licensing
6 of private sewage disposal contractors and the establishment
7 and enforcement of a minimum code of standards for design,
8 construction, materials, operation and maintenance of private
9 sewage disposal systems, for the transportation and disposal of
10 wastes therefrom, and for private sewage disposal servicing
11 equipment"; and
 
12     WHEREAS, Innovations in technology for the development and
13 use of onsite wastewater systems have changed since 1973; and
 
14     WHEREAS, The State of Illinois has experienced substantial
15 population growth and expansion into rural areas, dramatically
16 increasing the number of onsite wastewater systems in use in
17 those areas; and
 
18     WHEREAS, Rural population growth has created a need for
19 more professional and innovative solutions to onsite
20 wastewater problems in the State; and
 
21     WHEREAS, Both the State and federal government lack
22 sufficient funding to properly inspect, test, and develop
23 onsite wastewater systems in a manner that protects and
24 promotes the public health, safety, and general welfare of the
25 people of the State of Illinois; therefore be it
 
26     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
27 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
28 there is created the Private Sewage Disposal Review Commission
29 consisting of 4 members appointed by the Speaker of the House
30 and 3 members appointed by the Minority Leader of the House,

1 all of whom shall serve without compensation but shall be
2 reimbursed for their reasonable and necessary expenses from
3 funds available for that purpose; and be it further
 
4     RESOLVED, That the Commission shall meet initially at the
5 call of the Speaker, shall select one member as chairperson at
6 its initial meeting, shall thereafter meet at the call of the
7 chairperson, shall hold public hearings, shall receive the
8 assistance of legislative staff, and shall report its findings
9 and recommendations concerning the Private Sewage Disposal
10 Licensing Act to the House by filing copies of its report with
11 the Clerk of the House on or before January 2, 2005; and that
12 upon filing its report the Commission is dissolved.
