| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives of the |
3 |
| State of Illinois are pleased to congratulate Dr. D. William |
4 |
| Dodds on the occasion of his retirement as superintendent of |
5 |
| McHenry Elementary School District 15; and
|
6 |
| WHEREAS, Dr. Dodds received his B.A. from Millikin |
7 |
| University, his M.A. from Indiana, and his Certificate of |
8 |
| Advanced Study and Doctorate in Education from NIU; and
|
9 |
| WHEREAS, Dr. Dodds began his teaching career in Wheeling |
10 |
| and moved to McHenry as an assistant principal at McHenry High |
11 |
| School West Campus in 1973; he was appointed principal at East |
12 |
| Campus in 1977, where he was until being hired as |
13 |
| superintendent of McHenry Elementary School District 15 in |
14 |
| 1992; and
|
15 |
| WHEREAS, Dr. Dodds is actively involved in many educational |
16 |
| committees and boards, local, county, and Statewide; he has |
17 |
| been an extremely conscientious educator for over 30 years; and
|
18 |
| WHEREAS, During his tenure as superintendent, Dr. Dodds was |
19 |
| responsible for organizing superintendents in McHenry County |
20 |
| to publicize the need for State school funding on a per pupil |
21 |
| basis to the fastest growing school districts in Illinois; his |
22 |
| solution for housing hundreds of new students in an already |
23 |
| over-crowded school district was the basis for House Bill 1808 |
24 |
| in the 92nd General Assembly; and
|
25 |
| WHEREAS, Dr. Dodds has always been vocal and tenacious in |
26 |
| his attempt to fund schools locally by referenda and by |
27 |
| advising his State legislators to never give up on another |
28 |
| method of State funding, namely the income tax; therefore, be |
29 |
