HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives wish to recognize Barbara B. Dallas of
4 Murphysboro on the occasion of her retirement from the Illinois
5 Hospital Association after almost 25 years of representing the
6 interests of and advocating on behalf of the 90 small rural
7 Illinois hospitals; and
 
8     WHEREAS, As a collaborator and initiator, she has played a
9 founding role in such organizations as the Illinois Rural
10 Health Association and the Illinois Critical Access Hospital
11 Network; where she sees the need, she brings people together to
12 address the need and better the future; and
 
13     WHEREAS, Ms. Dallas has over the years made many
14 contributions to rural health including spearheading the
15 Illinois Health Association 1997 Rural Hospitals' Transitional
16 Models Initiative and the 2000 Community Transition Project;
17 and
 
18     WHEREAS, Ms. Dallas is a charter board member and past
19 president of the Illinois Rural Health Association; she is a
20 past member of the Governor's Delta Advisory Council and the
21 Rural Partners Board, and has had various roles with other
22 organizations, such as the Rural Affairs Council, the Illinois
23 Area Health Education Center, Southern Illinois University
24 School of Medicine, the University of Illinois College of
25 Medicine, and the Illinois Farm Bureau; in addition, she has
26 been a frequent contributor to national, state, and regional
27 publications on rural health issues; and
 
28     WHEREAS, Ms. Dallas has received many awards and honors,
29 including the IRHA 2003 Rural Health Worker of the Year Award;
30 she was a Presidential Award recipient in 1991, 1992, 1997, and
31 2003, and won the Service Award in 1996; and she was also

1 presented with the Illinois Institute for Rural Affairs Special
2 Recognition Award for 2004; and
 
3     WHEREAS, Her knowledge and education of hospital CEOs and
4 boards of trustee has lead Illinois to have one of the highest
5 success rates in maintaining access to quality healthcare in
6 rural areas; she has encouraged communities to realize the
7 transition they have experienced in healthcare and move to
8 Critical Access Hospital designation where appropriate; the
9 educational material she has produced, Leadership and Action in
10 Transition, is recognized and used in Illinois and in several
11 other states including Arkansas, Arizona, Mississippi and
12 Texas; and
 
13     WHEREAS, The growth, care, and development of the Small and
14 Rural Hospital Constituency Section of the Illinois Hospital
15 Association over the past twenty-five years has been a labor of
16 love for Barbara Dallas and a contribution of major
17 significance; her most significant contribution may be in the
18 number of administrators and members of hospital boards for
19 whom she has been a trusted advisor and friend; therefore, be
20 it
 
21     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
23 congratulate Barbara B. Dallas on her retirement after many
24 years of hard work and dedication on behalf of small rural
25 Illinois hospitals; and we wish her good health and happiness
26 in all of her future endeavors; and be it further
 
27     RESOLVED, That a suitable copy of this resolution be
28 presented to Barbara B. Dallas as an expression of our respect
29 and esteem.
