| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives wish to congratulate Carol B. Zar on her |
4 |
| retirement on June 30, 2004, after 20 years of service as |
5 |
| Executive Director of the Illinois City/County Management |
6 |
| Association (ILCMA); and
|
7 |
| WHEREAS, Carol Zar received a graduate degree in Public |
8 |
| Administration and dedicated her life to enriching |
9 |
| professional local government management in the State of |
10 |
| Illinois by utilizing her leadership skills and talents to |
11 |
| serve the membership of ILCMA, which under her leadership has |
12 |
| grown to represent more than 450 municipalities and group |
13 |
| members; and |
14 |
| WHEREAS, Over her 20 years as Executive Director of ILCMA, |
15 |
| she was a tremendous resource for municipal elected officials |
16 |
| seeking to understand the principles of good government and how |
17 |
| to hire a professional local government executive; she has |
18 |
| authored several publications to assist local elected |
19 |
| officials including "A Guide to Hiring a Chief Administrator" |
20 |
| and "The Case for Hiring a Manager or Administrator"; and
|
21 |
| WHEREAS, Ms. Zar is dedicated to continuing professional |
22 |
| education; she prepared and administered 34 statewide |
23 |
| conferences to educate working government professionals in |
24 |
| Illinois; she also worked closely with the Illinois Municipal |
25 |
| League on municipal issues and its statewide conference; and
|
26 |
| WHEREAS, She has otherwise touched many students, local |
27 |
| government managers, and elected officials with her dedication |
28 |
| to democratic principles and high ethical standards in |
29 |
| government service; and
|
30 |
| WHEREAS, After dedicating 20 years of her life to the |
