| WHEREAS, Alice Phillips of Oak Brook is a respected |

| lobbyist and renowned chef and author of cookbooks; she has had |
4 |
| a long and successful
relationship working with State |
5 |
| government; from her
beginnings, working with Josephine |
6 |
| Oblinger in Sangamon
County politics, to her current work as |
7 |
| President of
Government Affairs Specialists, Inc., and founder |
8 |
| and
President of the Illinois Lincoln Series; and
|
9 |
| WHEREAS, As a lobbyist in the State of Illinois, Alice
|
10 |
| Phillips was given a high honor when she was elected Speaker of |
11 |
| the Third House in 1996; in the 65 years of the Third House, |
12 |
| Alice Phillips was the first and only woman to serve in that |
13 |
| capacity; and
|
14 |
| WHEREAS, Alice Phillips is sharing her renowned culinary |
15 |
| talents with the Conference of Women Legislators, a non-profit, |
16 |
| non-partisan organization that advances the interests of |
17 |
| women, children, and families through State, local, and |
18 |
| national initiatives; since 1979, legislators have been |
19 |
| working together on significant public policy issues such as |
20 |
| the budget, health care, child care, elder care, education, |
21 |
| economic development, crime prevention, and the environment; |
22 |
| and
|
23 |
| WHEREAS, Alice Phillips will prepare an Italian feast to |
24 |
| benefit the Conference of Women Legislators (COWL) scholarship |
25 |
| fund on May 3, 2004, at the Sangamo Club in Springfield; she is |
26 |
| dedicating the evening's Italian repast to the memory of former |
27 |
| Senator Aldo DeAngelis; in addition, she will share the profits |
28 |
| from her latest cookbook with the scholarship fund; therefore, |
29 |
| be it
