| HOUSE RESOLUTION
|
2 |
| WHEREAS, The State is a highly visible model for Illinois' |
3 |
| citizens, businesses, industries, and local governments; and
|
4 |
| WHEREAS, The State can demonstrate leadership by |
5 |
| incorporating environmentally sustainable practices into its |
6 |
| buildings and operations that preserve natural resources, |
7 |
| conserve energy and water, eliminate waste and emissions, and |
8 |
| lessen overall environmental impact; and
|
9 |
| WHEREAS, The State constitutes a large consumer of goods |
10 |
| and services, which, in the course of their manufacture, use, |
11 |
| and disposition, impact the quality of the environment and |
12 |
| public health; and
|
13 |
| WHEREAS, The procurement of environmentally preferable |
14 |
| goods and services by the State can minimize the hazardous |
15 |
| impacts of manufacturing and disposal, improve the safety of |
16 |
| product users and building occupants, reduce the need to |
17 |
| extract raw materials, such as oil and trees, and save energy |
18 |
| and water usage in buildings; and
|
19 |
| WHEREAS, Buying recycled content products can ensure that |
20 |
| materials collected in community recycling programs will be |
21 |
| used again in the manufacture of new products and support the |
22 |
| creation of new businesses that use recycled feedstock in their |
23 |
| manufacturing processes; and
|
24 |
| WHEREAS, State government has made significant strides in |
25 |
| the purchase of recycled content products as well as selected |
26 |
| energy efficient and low toxicity products; and
|
27 |
| WHEREAS, State procurement officials can apply the |
28 |
| government's purchasing power to improve and strengthen |
29 |
| markets for environmentally preferable products; therefore, be |

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
3 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
4 |
| urge the Governor to establish a Working Group on |
5 |
| Environmentally Preferable Purchasing within State government, |
6 |
| which shall be composed of the Director or Secretary or his or |
7 |
| her designee of the following executive State agencies: the |
8 |
| Office of Management and Budget, the Department of Central |
9 |
| Management Services, the Environmental Protection Agency, the |
10 |
| Department of Natural Resources, and the Department of Commerce |
11 |
| and Economic Opportunity; and, immediately after appointment |
12 |
| of members, the Working Group shall meet and organize by |
13 |
| electing a chair and establishing operating guidelines; and be |
14 |
| it further

15 |
| RESOLVED, That the Working Group on Environmentally |
16 |
| Preferable Purchasing shall review State purchasing policies |
17 |
| and procedures to identify opportunities that would enhance the |
18 |
| purchase of environmentally preferable products and services |
19 |
| by State government, consistent with other traditional |
20 |
| purchasing factors, such as price, performance, and |
21 |
| availability considerations; and be it further
|
22 |
| RESOLVED, That the Working Group on Environmentally |
23 |
| Preferable Purchasing shall prepare and submit a report to the |
24 |
| General Assembly that includes recommendations for |
25 |
| administrative and legislative changes that may be necessary to |
26 |
| enhance the purchase of environmentally preferable products by |
27 |
| State government, including but not limited to, staff training, |
28 |
| information dissemination, pilot testing of new and innovative |
29 |
| products, changes in internal procedures and specifications, |
30 |
| and tracking of product purchases; and be it further
|
31 |
| RESOLVED, That the report shall be submitted to the General |
32 |
| Assembly by January 1, 2005; Following submission of the |
|

| report, the working group shall cease to exist; and be it |
2 |
| further
|

| RESOLVED, That all State agencies shall cooperate in |
4 |
| information gathering by the Working Group on Environmentally |
5 |
| Preferable Purchasing for the purpose of evaluating the |
6 |
| procurement of environmentally preferable products by State |
7 |
| government; and be it further
|
8 |
| RESOLVED, That environmentally preferable procurement is a |
9 |
| process for purchasing products or services that have a lesser |
10 |
| or reduced effect on human health and the environment when |
11 |
| compared with competing products or services that serve the |
12 |
| same purpose; and be it further |
13 |
| RESOLVED, That environmentally preferable products may |
14 |
| include, but are not limited to: recycled content products, |
15 |
| energy and water efficient products, alternative fuel and |
16 |
| hybrid electric vehicles, bio-based products, low or non-toxic |
17 |
| materials, and products using renewable energy.
