HOUSE RESOLUTION

 
2     WHEREAS, Yo-Yo Waterballs are inexpensive, easily
3 accessible toys that pose a strangulation hazard and a threat
4 to the health of children; and
 
5     WHEREAS, Yo-Yo Waterballs are banned in France, the United
6 Kingdom, Luxembourg, Australia, Brazil, and Canada, and
7 Germany and New Zealand have issued warnings concerning Yo-Yo
8 Waterballs; and
 
9     WHEREAS, The New York State Consumer Protection Board has
10 issued two warnings calling Yo-Yo Waterballs serious hazards to
11 kids and the Massachusetts Office of Consumer Affairs &
12 Business Regulation calls Yo-Yo Waterballs a great risk to
13 children; and
 
14     WHEREAS, The U.S. Consumer Product Safety Commission has
15 reported that Yo-Yo Waterballs pose a potential risk of
16 strangulation; and
 
17     WHEREAS, Consumer Reports rated Yo-Yo Waterballs as "not
18 acceptable" in the December 2003 issue; and
 
19     WHEREAS, The U.S. Consumer Product Safety Commission
20 reported that as of December 5, 2003, Yo-Yo Waterballs were
21 responsible for 262 reported health incidents, 193 of which
22 were coded as causing "Suffocation or Strangulation"; of those
23 193 incidents, 52 resulted in serious breathing difficulties
24 that rendered the child unconscious and lifeless after
25 suffering from a lack of oxygen or broken blood vessels; and
 
26     WHEREAS, World Against Toys Causing Harm labeled Yo-Yo
27 Waterballs as one of the "10 Worst Toys" of 2003; and
 
28     WHEREAS, A July 2, 2003 petition from New York's Empire

1 State Consumer Association reported that the fluid inside the
2 balls is toxic and flammable; and
 
3     WHEREAS, The U.S. Consumer Product Safety Commission
4 reported that 24 children reported allergic reactions to the
5 fluid and it caused some to have trouble breathing; and
 
6     WHEREAS, In spite of evidence concerning the danger to
7 children caused by Yo-Yo Waterballs, the U.S. Consumer Product
8 Safety Commission has refused repeated attempts toward banning
9 or recalling these dangerous toys; therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 recognize the serious threat of Yo-Yo Waterballs to our
13 children; and be it further
 
14     RESOLVED, That we urge the U.S. Consumer Product Safety
15 Commission to ban the sale of Yo-Yo Waterballs; and be it
16 further
 
17     RESOLVED, That copies of this resolution be presented to
18 the U.S. Consumer Product Safety Commission and each member of
19 the Illinois congressional delegation.
