| HOUSE RESOLUTION 771
|

| WHEREAS, The family, serving as the primary source of love, |
3 |
| identity,
self-esteem, and support, is the very foundation of |
4 |
| our communities and State;
and
|
5 |
| WHEREAS, In the State of Illinois there are 23,000 children |
6 |
| and youth in
foster care being provided with safe, secure, and |
7 |
| stable homes along with the
compassion and nurture of a foster |
8 |
| family; and
|
9 |
| WHEREAS, Foster families who open their homes and hearts to |
10 |
| children whose
families are in crisis play a vital role in |
11 |
| helping children heal and reconnect and launch children into |
12 |
| successful adulthood; and
|
13 |
| WHEREAS, Dedicated foster families frequently adopt foster |
14 |
| children and leave the foster care system, resulting in a |
15 |
| greater need for more foster families; and
|
16 |
| WHEREAS, There are numerous individuals and public and |
17 |
| private organizations
that work to increase public awareness of |
18 |
| children in and leaving foster care; and |
19 |
| WHEREAS, The foster care system is only as good as those |
20 |
| who choose to be a part of it through the valuable contribution |
21 |
| of foster parents; therefore, be it
|
22 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
23 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
24 |
| name May of 2004 Foster Care Month in the State of Illinois, |
25 |
| and that we urge all citizens to volunteer their talents and |
26 |
| energies on behalf of children in foster care, foster parents, |
27 |
| and child welfare professional staff during Foster Care Month |
28 |
| and throughout the year.
