HOUSE RESOLUTION

 
2     WHEREAS, Pursuant to House Resolution 147, the Department
3 of Public Health, in conjunction with the State Board of
4 Education, has conducted a sugar consumption study to determine
5 the effect of sugar consumption on the overall health of school
6 children; and
 
7     WHEREAS, The January 2004 study, which reviewed the
8 literature on the relationships between increased sugar
9 consumption in children's diets and health outcomes, found no
10 clear, direct link between cavities and modest school-age
11 consumption of sugared soft drinks; and
 
12     WHEREAS, As a result of such lack of data, the Department
13 of Public Health is currently conducting a statewide survey to
14 collect current cavities' data; and
 
15     WHEREAS, The study has found that an inactive lifestyle and
16 sedentary behavior is troubling and has a deleterious effect on
17 childhood obesity and its health-related consequences; and
 
18     WHEREAS, the Department of Public Health's report on sugar
19 consumption stated a suggestion to "create a Nutritional
20 Advisory Committee to recommend state-wide school standards
21 for nutrition including formulating a state-wide policy on
22 vending machines in all schools"; therefore, be it
 
23     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
25 recommend the creation of the Nutrition Advisory Committee, to
26 be made up of 15 members as follows: the President of the
27 Senate or designee, the Minority Leader of the Senate or
28 designee, the Speaker of the House or designee, the Minority
29 Leader of the House or designee, the Director of Public Health
30 or designee, and the State Superintendent of Education or

1 designee; and the following appointed by the Governor: 2
2 representatives of the soft drink industry, 2 representatives
3 of the non-beverage snack food industry, one representative of
4 the Illinois State Dental Society, one licensed dietician who
5 works with school-age children, one physical education
6 instructor who works with school-age children, one
7 representative of the Illinois Coaches Association, and one
8 member of the Illinois Association of School Boards; and be it
9 further
 
10     RESOLVED, That Committee members shall serve without
11 compensation but shall be reimbursed for their reasonable and
12 necessary expenses from funds appropriated for that purpose,
13 that the Committee shall meet initially at the joint call of
14 the 4 legislative leaders, that the Committee shall select one
15 member as chairperson at its initial meeting and thereafter
16 meet at the call of the chairperson, that the Committee shall
17 receive the assistance of staff of the Department of Public
18 Health, and that the Committee shall report its findings and
19 recommendations concerning school standards for nutrition to
20 the General Assembly on or before September 1, 2005; and be it
21 further
 
22     RESOLVED, That suitable copies of this resolution be
23 delivered to the President of the Senate, the Minority Leader
24 of the Senate, the Director of Public Health, the State
25 Superintendent of Education, and the Governor.
