| WHEREAS, It has come to our attention that Richard "Dick" |
3 |
| Lockhart, lobbyist and founder of Social Engineering |
4 |
| Associates, Inc., has recently celebrated his 80th birthday; |
5 |
| and
|
6 |
| WHEREAS, Mr. Lockhart was born in Lima, Ohio, on January |
7 |
| 20, 1924; and
|
8 |
| WHEREAS, Mr. Lockhart enlisted in the U.S. Army in 1943, |
9 |
| volunteering for infantry duty; he was assigned to the European |
10 |
| Theatre, where he was held as a prisoner of war in 1945; he was |
11 |
| awarded the Bronze Star, the Combat Infantryman Badge, and was |
12 |
| honorably discharged from service on December 12, 1945; and
|
13 |
| WHEREAS, Mr. Lockhart continued his education at |
14 |
| Northwestern University Evening School in 1946; he married |
15 |
| Dorothy Phelps in 1948 and they have raised their children |
16 |
| together, including their daughter and son, Lisa Louise and |
17 |
| David Douglas; and
|
18 |
| WHEREAS, Mr. Lockhart Formed Social Engineering |
19 |
| Associates, Inc. on September 15, 1958, in Chicago; he helped |
20 |
| guide the successful referenda calling for Illinois' 3rd |
21 |
| Constitutional Convention in 1968 and served as special |
22 |
| consultant to the President of the Constitutional Convention; |
23 |
| he was later retained for the successful referendum adopting |
24 |
| the proposed Constitution in 1970; and
|
25 |
| WHEREAS, Mr. Lockhart was designated by the Chicago Sun |
26 |
| Times as being one of the "Ten Best Lobbyists in Illinois", was |
27 |
| elected Speaker of the Illinois Third House in 1980, and was |
28 |
| credentialed to cover every Democratic and Republican National |
29 |
| Convention between 1964 and 1984; and
