2 | WHEREAS, The members of the House of Representatives of the | ||||||
3 | State of Illinois wish to congratulate Richard A. "Dick" | ||||||
4 | Armstrong on the occasion of his retirement from the Quad City | ||||||
5 | Area REALTOR Association; and
| ||||||
6 | WHEREAS, Richard A. Armstrong is a native of Springfield; | ||||||
7 | he attended MacMurray College in Jacksonville; he worked with | ||||||
8 | Connecticut Mutual Life Insurance Co. in Davenport, Iowa, and | ||||||
9 | was field director for the Illowa Council, Boy Scouts of | ||||||
10 | America; and
| ||||||
11 | WHEREAS, Dick joined the Illinois Quad City Area REALTOR | ||||||
12 | Association in January of 1979 as the Association Executive; he | ||||||
13 | received an Association Executive designation the same year; he | ||||||
14 | received his Certified Association Executive designation in | ||||||
15 | 1993 and a REALTOR Association Certified Executive designation | ||||||
16 | in 2000; and
| ||||||
17 | WHEREAS, Dick is a member of the Real Estate Education | ||||||
18 | Association and is known for being involved nationally, | ||||||
19 | statewide, and locally through several committees; he was the | ||||||
20 | Federal District Coordinator for Congressman Lane Evans; he | ||||||
21 | served as a member of many Association Executive Committees and | ||||||
22 | on the Member Services Involvement group; he served on the | ||||||
23 | Professional Standards Committees, the Legislative Committee, | ||||||
24 | the Multi-Family Housing Sub-Committee (1992), the Equal | ||||||
25 | Opportunity House Committee (1990), the License Law Committee | ||||||
26 | (1983), and the Bylaws Committee; and
| ||||||
27 | WHEREAS, Under the leadership of Mr. Armstrong, the Quad | ||||||
28 | City REALTOR Association has undergone many changes, growing in | ||||||
29 | multiple ways; in 1979, the Association added online service, | ||||||
30 | which allowed REALTOR offices to access the MLS computer; in | ||||||
31 | 1983, a subsidiary corporation was formed, the Quad City Real |

1 | Estate Information Services, Inc., which began publishing and | ||||||
2 | distributing real estate advertising; in 1988, a Commercial | ||||||
3 | Division was organized as a joint venture with the Iowa Board | ||||||
4 | with MLS service; at this time, the first on-line system was | ||||||
5 | purchased adding Rock Island and Henry County tax information | ||||||
6 | to the system as well as on-line photos; also in the late | ||||||
7 | 1980s, a Board Store was established; and
| ||||||
8 | WHEREAS, In 1991, the Association placed the first keysafe | ||||||
9 | system in the area into effect; in 1993, the group signed a | ||||||
10 | multi-board agreement with the Galesburg Board of REALTORS and | ||||||
11 | then with the Fulton County Board in 1996; also in 1996, the | ||||||
12 | group entered the world wide web with it's first web page; in | ||||||
13 | 1997, the Quad City Real Estate Referral Co. was established | ||||||
14 | along with a multi-board agreement for Professional Standards; | ||||||
15 | in 1999, the Association office was sold and the group moved to | ||||||
16 | its present location; in 2001, Real Estate Education Services, | ||||||
17 | Inc. was established; and
| ||||||
18 | WHEREAS, Mr. Armstrong accomplished much in his time of | ||||||
19 | service to the Quad City REALTOR Association and has made the | ||||||
20 | Association what it is today, and he has been instrumental in | ||||||
21 | the development and success of the Galesburg Board of REALTORS; | ||||||
22 | he has been a loyal and long-standing member of the Kiwanis; | ||||||
23 | therefore, be it

24 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
25 | NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
26 | congratulate Mr. Richard Armstrong on the occasion of his | ||||||
27 | retirement from the Quad City REALTOR Association and the | ||||||
28 | Galesburg Board of REALTORS; and be it further
| ||||||
29 | RESOLVED, That a suitable copy of this resolution be | ||||||
30 | presented to Dick Armstrong as an expression of our respect and | ||||||
31 | esteem for his devoted service to the Quad City REALTOR | ||||||
32 | Association and the Galesburg Board of REALTORS.
