093_HR0576 LRB093 14502 HSS 20304 r 1 HOUSE RESOLUTION 2 WHEREAS, The members of the Illinois House of 3 Representatives were saddened to learn of the death of Alzada 4 Christian-Carr of East Saint Louis on November 14, 2003; and 5 WHEREAS, Alzada Christian-Carr was born on July 11, 1945 6 to Theodore and Hattie Christian; she grew up on Goose Hill 7 and attended Garfield and Carver Schools; she went to Rock 8 Junior High School and graduated from East St. Louis Senior 9 High School; she continued her education as an Honor Student 10 of the American Institute of Banking; she later graduated 11 from the Municipal Clerks of Illinois Institute and was a 12 student of the Municipal Clerks of Illinois Academy; she was 13 a Registered Clerk of the State of Illinois and an 14 International Certified Clerk, and the designation of Master 15 Municipal Clerk was conferred upon her by the International 16 Master Municipal Clerk Academy; and 17 WHEREAS, She worked at National Stockyards Bank and Bank 18 of St. Louis where she was one of the first recipients of the 19 Urban League Black Achievers Award in 1974; her banking 20 career also included employment at Continental Bank of 21 Chicago and Riggs National Bank of Washington, D.C.; and 22 WHEREAS, She served as Deputy Clerk of the City of East 23 St. Louis for ten years and was elected City Clerk for four 24 terms; she was elected First Vice-President of Districts 7, 25 8, and 9 of the Southwestern Illinois Municipal Clerks 26 Association and was the first City Clerk of East St. Louis to 27 become a Certified Clerk of the International Institute of 28 Municipal Clerks; she was appointed District Director of 29 District IX of Illinois Municipal Clerks for 1999-2000; and 30 WHEREAS, In 2001, she was presented the Ilion Crabel 31 Member of the Year Award, the highest honor conferred by the 32 Municipal Clerks of Illinois; her greatest achievement as -2- LRB093 14502 HSS 20304 r 1 City Clerk was to have the Municipal City Code updated; she 2 retired in May 2002 and was the first City Clerk to retire 3 after twenty-five years of service; and 4 WHEREAS, She served as Democrat Precinct Committeewoman 5 of Goose Hill for ten years; she served as Secretary of the 6 City Central Democratic Organization and was Secretary of the 7 County of St. Clair Democratic Organization for ten years; 8 her local, state, and national memberships, awards, and 9 honors are far too numerous to name; and 10 WHEREAS, She was a Charter Member of the North End 11 Missionary Baptist Church and served as First Financial 12 Secretary and First Announcing Clerk; she was a dependable 13 and loyal member and served the church in many ways; she was 14 affectionately called "Co-Pastor"; and 15 WHEREAS, The passing of Alzada Christian-Carr will be 16 deeply felt by many, especially her two daughters; Candace 17 (Richard) King and Gerri Butler; six grandchildren, Brandi 18 Butler, Dameon Christian, Kevisha White, Dennis Butler III, 19 Courtney Butler, and Carlton King; three sisters, Fran 20 (Howard) Hairston, Voncille Cox, and Sabrina (Tommie) 21 Johnson; three brothers, T.C. (Beverly) Christian, Jr., Taft 22 (Marie) Christian, Sr., and Charles (Ruby) Christian, Sr.; 23 one godson, Roderick (Corliss) Townsend; two "adopted" 24 daughters, Phyllis Mitchell and Karen Robinson; sixty-two 25 Daughters of Venus Temple #1042; and a host of nieces, 26 nephews, great-nieces, great-nephews, great-great nieces and 27 nephews, cousins; and extended family of Griggs, Neely, 28 Holloway, and Christian; and her North End Church Family, 29 Goose Hill Family, Elk Family, and many friends; therefore, 30 be it 31 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 32 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that -3- LRB093 14502 HSS 20304 r 1 we mourn the passing of Alzada Christian-Carr along with all 2 who knew and loved her and extend our sincere condolences to 3 her family, friends, and community; and be it further 4 RESOLVED, That a suitable copy of this resolution be 5 presented to the family of Alzada Christian-Carr as an 6 expression of our deepest sympathy.
