| HOUSE RESOLUTION 411
|

| WHEREAS, There is a great need for economic revitalization |
3 |
| in many
communities throughout this State;
|
4 |
| WHEREAS, Each community has valuable resources at its |
5 |
| fingertips that can be
tapped in the revitalization process;
|
6 |
| WHEREAS, With adequate support and assistance from the |
7 |
| State and other
resources, each community can participate in |
8 |
| and shepherd its own economic
renewal;
|
9 |
| WHEREAS, Successful redevelopment plans are based on |
10 |
| policy that is
responsive to the existing composition and |
11 |
| character of the
economically-distressed community and that |
12 |
| allows and compels the community to
participate
in the |
13 |
| redevelopment planning process;
|
14 |
| WHEREAS, A successful redevelopment initiative creates and |
15 |
| maintains a
capable and adaptable workforce, has access to |
16 |
| capital, has a sound fiscal
base, has adequate infrastructure, |
17 |
| has well-managed natural resources, and has
an attractive |
18 |
| quality of life; therefore, be it
|
19 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-
|
20 |
| THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there is |
21 |
| created
the Community Self-Revitalization Task Force, which |
22 |
| shall consist of 12 members
appointed by the
Governor as |
23 |
| follows: (1) one member representing households and families; |
24 |
| (2)
one member representing religious organizations; (3) one |
25 |
| member representing
educational institutions; (4) one member |
26 |
| representing daycare centers, care
centers for the |
27 |
| handicapped, and care centers for the disadvantaged; (5) one
|
28 |
| member
representing community based organizations such as |
29 |
| neighborhood improvement
associations; (6)
one member |
30 |
| representing federal and State employment service systems, |
|
|

| skill
training centers, and placement referrals; (7) one member |
2 |
| representing Masonic
organizations, fraternities, sororities, |
3 |
| and social clubs; (8) one member
representing hospitals, |
4 |
| nursing homes, senior citizens, public health agencies,
and |
5 |
| funeral homes; (9) one member representing organized sports, |
6 |
| parks,
parties, and games of chance; (10) one member |
7 |
| representing political parties,
clubs, and affiliations, and |
8 |
| election related matters concerning voter
education and |
9 |
| participation; (11) one member representing the cultural |
10 |
| aspects
of the community, including cultural events, |
11 |
| lifestyles, languages, music,
visual and performing arts, and |
12 |
| literature; and (12) one member representing
police and
fire |
13 |
| protection agencies, prisons, weapons systems, and the |
14 |
| military industrial
complex, all of whom shall serve without |
15 |
| compensation but shall be reimbursed
for their reasonable and |
16 |
| necessary expenses from appropriations available for
that |
17 |
| purpose; and be it further
|
18 |
| RESOLVED, That the Task Force shall study the need for
|
19 |
| economic revitalization in the State and recommend a plan for |
20 |
| the
revitalization of Illinois communities operating from the |
21 |
| basic premise that
the family unit is the primary unit of |
22 |
| community and that the demand for goods
and services from this |
23 |
| residential sector is the main source of recovery and
growth |
24 |
| for the redevelopment of a community; and be it further
|
25 |
| RESOLVED, That the Department of Commerce and Economic |
26 |
| Opportunity shall
provide staff assistance to the Task Force as |
27 |
| is reasonably required to permit
the Commission to fulfill its |
28 |
| functions; and be it further
|
29 |
| RESOLVED, That the Task Force shall report its findings and |
30 |
| recommended plan
for revitalization to the Governor and to the |
31 |
| General Assembly on or before January 12, 2005; and be it |
32 |
| further
