093_HR0386 LRB093 12146 DRJ 17073 r 1 HOUSE RESOLUTION 2 WHEREAS, Medicaid is a program jointly funded by the 3 federal and state governments to provide health insurance 4 coverage to needy citizens; and 5 WHEREAS, Federal Medical Assistance Percentages (FMAP) 6 are used in determining the amount of federal matching funds 7 for state expenditures associated with the Medicaid programs; 8 and 9 WHEREAS, FMAP rates vary from state to state with some 10 states receiving matching rates as high as 83 percent, while 11 Illinois receives only the minimum FMAP rate of 50 percent; 12 and 13 WHEREAS, The United States Congress approved, and the 14 President of the United States is expected to sign, 15 legislation granting states additional federal Medicaid 16 funding; and 17 WHEREAS, Of that amount, approximately $346.1 million in 18 additional federal Medicaid funding is earmarked for 19 Illinois; and 20 WHEREAS, Those additional federal Medicaid funds should 21 be distributed to Medicaid providers in relation to the 22 percentage of Medicaid revenues generated by each provider 23 group from the federal government; and 24 WHEREAS, Illinois' Medicaid providers have been harmed by 25 rate cuts and freezes due to economic conditions; therefore, 26 be it 27 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 28 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 29 the additional federal Medicaid funding of approximately 30 $346.1 million must be distributed to Medicaid providers in -2- LRB093 12146 DRJ 17073 r 1 relation to the percentage of Medicaid revenues generated by 2 each provider group from the federal government; and be it 3 further 4 RESOLVED, That a suitable copy of this Resolution be 5 delivered to each member of the Illinois General Assembly, 6 the Speaker of the House of Representatives, the President of 7 the Senate, and the Governor of the State of Illinois.
