093_HR0103 LRB093 11117 HSS 11883 r 1 HOUSE RESOLUTION 2 WHEREAS, The members of the House of Representatives of 3 the State of Illinois were saddened to learn of the death of 4 Dr. William J. "Bill" Swinney of Benton on February 6, 2003; 5 and 6 WHEREAS, Dr. Swinney was born on December 12, 1921 in 7 Benton, Illinois; he married Dorothy Monroe in 1940 in 8 Clayton, Missouri; and 9 WHEREAS, Dr. Swinney valiantly served his country in 10 World War II and was a veteran of the United States Navy; and 11 WHEREAS, Dr. Swinney graduated from Southern Illinois 12 University and St. Louis University Medical School; he served 13 the residents of Franklin County for over fifty years as a 14 family practice physician; and 15 WHEREAS, Dr. Swinney was a Lifetime Fellow of the 16 American Academy of Family Practice and a member of the 17 Franklin County Medical Association, the Illinois Chapter of 18 American Medical Association, Egyptian Family Practice, the 19 American Board of Family Practice, and Bi-County Health; he 20 was a member of the Masons, Consistory Shrine, Elks, and 21 Boneyard Boccie Club; and he was very active in SIGA and 22 SISGA; and 23 WHEREAS, The passing of Dr. Swinney has been felt by 24 many, especially his wife, Dorothy; his sister, Frances Patt 25 and husband, Dr. Walter H. Patt; his daughter, Nancy Swinney 26 Durham and husband, Charles "Chuck" Durham; his 27 granddaughter, Stephanie Durham Calvin and husband, Kevin 28 Calvin; his great-grandchildren, Jessica and Kendra Calvin; 29 his son, Steve Swinney and wife, Sibyl Swinney; his grandson, 30 Greg Swinney; his granddaughters, Sara and Heather Swinney; 31 his great-grandchild, Emma; his step-grandchildren, Ronda -2- LRB093 11117 HSS 11883 r 1 Wanstreet and Preston and Beth Baker; his 2 great-grandchildren, Sara and Gavin Wanstreet and Lea Baker; 3 and his beloved nephews and nieces; therefore, be it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY- 5 THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 6 mourn the passing of Dr. William J. "Bill" Swinney and extend 7 to his family and friends our deepest sympathy; and be it 8 further 9 RESOLVED, That a suitable copy of this resolution be 10 presented to the family of Dr. William J. "Bill" Swinney with 11 our sincerest condolences.
