 1                          HOUSE RESOLUTION

 2        WHEREAS, The silver  ribbon  is  worn  by  advocates  and
 3    family  members  of the millions of Americans who suffer from
 4    brain disorders and disabilities in order to  promote  public
 5    awareness of the need for support and to fight the stigma and
 6    misinformation surrounding these illnesses; and

 7        WHEREAS,  The postage stamps that the U.S. Postal Service
 8    has issued recognizing the importance of public  support  for
 9    persons  with aids, breast cancer, and prostate cancer are an
10    invaluable  instrument  of  public   awareness   and   public
11    education;  from  the  sale of each pink ribbon breast cancer
12    awareness stamp,  eight  cents  is  donated  to  a  fund  for
13    research; and

14        WHEREAS,  Mr.  Brian  Kelly, a resident of unincorporated
15    Orland Park  and  a  brain  injury  victim,  is  leading  the
16    Illinois  campaign to urge the U.S. Postal Service to issue a
17    first-class stamp that features a silver ribbon;  the  silver
18    ribbon  stamp  would  help  raise  public  awareness  of  the
19    millions  of  Americans  who  suffer  with brain injuries and
20    disorders and part of the purchase price of the  stamp  would
21    be  donated  to  help  fund  brain injury research that might
22    provide improved therapies some day; therefore, be it

23        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
24    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25    we urge the members of the Citizens' Stamp Advisory Committee
26    and the  Postmaster  General  of  the  United  States  Postal
27    Service  to  issue  a  first-class  postage stamp bearing the
28    silver ribbon symbol in order to increase  awareness  of  the
29    millions  of  Americans  suffering  from  brain  injuries and
30    disabilities  and  to  give  purchasers  the  opportunity  to
31    support research which can  lead  to  improved  treatment  of
32    brain injuries and disabilities; and be it further

 1        RESOLVED, That we commend Mr. Brian Kelly for his work in
 2    organizing  the  Silver  Ribbon  Campaign  in  the  State  of
 3    Illinois  and  wish  him  the  best in his efforts; and be it
 4    further

 5        RESOLVED, That suitable  copies  of  this  resolution  be
 6    presented  to  Dr.  Virginia  Noelke,  Chair of the Citizens'
 7    Stamp Advisory Committe;  Mr.  Ron  Robinson,  Chair  of  the
 8    Subject  Committee of the Citizens' Stamp Advisory Committee;
 9    and the  Honorable  John  "Jack"  E.  Potter,  United  States
10    Postmaster General; and be it further

11        RESOLVED,  That  a  suitable  copy  of this resolution be
12    presented to Mr. Brian Kelly with our best wishes for success
13    in the efforts of his Silver Ribbon Campaign and as  a  token
14    of our respect and esteem.
