1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, Subsection (b) of Section 25-10 of the State | ||||||
3 | Officials and Employees Ethics Act (5 ILCS 430/25-10) requires | ||||||
4 | that the Legislative Ethics Commission shall diligently search | ||||||
5 | out qualified candidates for the Legislative Inspector General | ||||||
6 | and make recommendations to the General Assembly, which shall | ||||||
7 | appoint a Legislative Inspector General by joint resolution; | ||||||
8 | and
| ||||||
9 | WHEREAS, Subsection (b) of Section 25-10 further states | ||||||
10 | that the Legislative Inspector General shall be selected solely | ||||||
11 | on the basis of integrity and demonstrated ability and sets | ||||||
12 | forth the necessary educational and employment criteria; and | ||||||
13 | WHEREAS, The Legislative Ethics Commission has nominated | ||||||
14 | Mr. Thomas J. Homer for appointment as Legislative Inspector | ||||||
15 | General by its Legislative Ethics Commission Resolution 2004-1 | ||||||
16 | submitted to the General Assembly on May 26, 2004; and | ||||||
17 | WHEREAS, As the personification of integrity and ability, | ||||||
18 | Mr. Thomas J. Homer has had an exemplary career of public | ||||||
19 | service that more than qualifies him to serve as the | ||||||
20 | Legislative Inspector General; and | ||||||
21 | WHEREAS, A native of Illinois, Mr. Homer was admitted to | ||||||
22 | the Illinois bar in 1974 and has devoted his professional life | ||||||
23 | to the law in various capacities that provide him with a | ||||||
24 | thorough and well-rounded understanding of the ethical demands | ||||||
25 | of governmental endeavors; and | ||||||
26 | WHEREAS, After serving as an Assistant State's Attorney in | ||||||
27 | Lake County and as the Fulton County State's Attorney, Mr. | ||||||
28 | Homer was a member of the Illinois House of Representatives | ||||||
29 | from 1982 to 1994, during which time he also engaged in the | ||||||
30 | private practice of law; and |

1 | WHEREAS, Mr. Homer was elected to the Illinois Third | ||||||
2 | District Appellate Court in 1996, thus adding to his skills in | ||||||
3 | interpreting legislative intent and human behavior; and | ||||||
4 | WHEREAS, Mr. Homer's lengthy resume of experience and | ||||||
5 | accomplishments uniquely qualifies him for the position of | ||||||
6 | Legislative Inspector General, an office that necessitates | ||||||
7 | both keen intellect and insight into the personal and | ||||||
8 | professional motivations of persons acting in the public realm; | ||||||
9 | therefore, be it

10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
11 | NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
12 | SENATE CONCURRING HEREIN, that we accept the nomination by the | ||||||
13 | Legislative Ethics Commission and appoint Mr. Thomas J. Homer | ||||||
14 | as Legislative Inspector General in accordance with subsection | ||||||
15 | (b) of Section 25-10 of the State Officials and Employees | ||||||
16 | Ethics Act, endorsing him wholeheartedly as surpassing all | ||||||
17 | statutory requirements and ensuring that his sterling | ||||||
18 | character and dedication to government service will enhance the | ||||||
19 | office of Legislative Inspector General and benefit the | ||||||
20 | administration of the ethical foundation on which Illinois | ||||||
21 | legislators and legislative employees operate; and be it | ||||||
22 | further

23 | RESOLVED, That, in accordance with subsection (b) of | ||||||
24 | Section 25-10 of the State Officials and Employees Ethics Act, | ||||||
25 | the appointment of Mr. Thomas J. Homer takes effect upon the | ||||||
26 | adoption of this joint resolution by the affirmative vote of | ||||||
27 | three-fifths of the members elected to each house of the | ||||||
28 | General Assembly, the certification of this joint resolution by | ||||||
29 | the Speaker of the House of Representatives and the President | ||||||
30 | of the Senate, and the filing of this joint resolution with the | ||||||
31 | Secretary of State; and be it further |

1 | RESOLVED, That, in accordance with subsection (b) of | ||||||
2 | Section 25-10 of the State Officials and Employees Ethics Act, | ||||||
3 | the term of Legislative Inspector General Homer shall commence | ||||||
4 | upon his qualification and run through June 30, 2008; and be it | ||||||
5 | further | ||||||
6 | RESOLVED, That copies of this resolution be delivered to | ||||||
7 | Mr. Thomas J. Homer and the Legislative Ethics Commission. |
