 1                       HOUSE JOINT RESOLUTION

 2        WHEREAS,  Article  II,  Section   1   of   the   Illinois
 3    Constitution  provides  that  the legislative, executive, and
 4    judicial branches are  separate  and  that  no  branch  shall
 5    exercise powers properly belonging to another; and

 6        WHEREAS, Article IV of the Illinois Constitution provides
 7    for  the  creation, organization, and transaction of business
 8    in the Illinois General Assembly; and

 9        WHEREAS,  One  of  the  powers  granted  to  the  General
10    Assembly in Section IV of the Illinois  Constitution  is  the
11    passage of appropriations bills; and

12        WHEREAS,  The State of Illinois faces fiscal difficulties
13    as revenue shortfalls have endangered programs  and  extended
14    payment  cycles to vendors that provide services on behalf of
15    the State of Illinois; and

16        WHEREAS, The United States Congress has approved  a  $350
17    billion package of tax cuts and economic assistance that will
18    be used to help states facing budget difficulties; and

19        WHEREAS,  $20 billion will be sent to states for economic
20    assistance, including an estimated $356  million  to  benefit
21    the  Illinois Medicaid program and an additional $422 million
22    in flexible assistance for Illinois; therefore, be it

23        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
24    NINETY-THIRD  GENERAL  ASSEMBLY OF THE STATE OF ILLINOIS, THE
25    SENATE CONCURRING HEREIN, that  there  is  hereby  created  a
26    joint  legislative  task force to make recommendations on the
27    proper budgeting of funds received as a result of the passage
28    of "The Jobs and Growth  Tax  Relief  Reconciliation  Act  of
29    2003"; and be it further

30        RESOLVED,   That   the  budgetary  task  force  shall  be

 1    comprised of 8 members of the General Assembly with 2 members
 2    being appointed by the Speaker of the House, 2 members  being
 3    appointed  by  the  House  Minority  Leader,  2 members being
 4    appointed by the President of the Senate, and 2 members being
 5    appointed by the Senate Minority Leader.
