HOUSE JOINT RESOLUTION 34

 
2     WHEREAS, Organs and tissues from a single donor can help
3 more than 50 individuals; and
 
4     WHEREAS, Nationally, 17 people die every day waiting for a
5 lifesaving organ transplant, and every 13 minutes another
6 individual is added to the national transplant waiting list;
7 and
 
8     WHEREAS, More than 13,000 Illinois citizens have received
9 organ transplants since 1987; and
 
10     WHEREAS, In the year 2002, more than 900 organ transplants
11 were performed in Illinois and there were 4,584 men, women, and
12 children on the waiting list at the end of the year; and
 
13     WHEREAS, More than 300 people in the State died last year
14 while waiting for an organ transplant; and
 
15     WHEREAS, The Illinois Organ/Tissue Donor Registry,
16 operated by the Secretary of State, is one of the most
17 successful registries in the United States, and it makes use of
18 the Illinois driver's license and identification card database
19 to identify individuals who are willing to be an organ or
20 tissue donor; and
 
21     WHEREAS, Donor Authorization provides an additional method
22 to document the wishes of individuals to donate organs or
23 tissues, or both; therefore, be it
 
24     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
26 SENATE CONCURRING HEREIN, that there is created an Illinois
27 Donor Authorization Task Force for the purpose of examining
28 current Illinois statutes and programs regarding organ/tissue

1 donation and making recommendations to the General Assembly
2 concerning Donor Authorization; and be it further
 
3     RESOLVED, That the Illinois Donor Authorization Task Force
4 shall consist of the following members: 2 members of the
5 Illinois House of Representatives, one of whom is appointed by
6 the Speaker of the House and one of whom is appointed by the
7 Minority Leader of the House; 2 members of the Illinois Senate,
8 one of whom is appointed by the President of the Senate and one
9 of whom is appointed by the Minority Leader of the Senate; and
10 one representative from each of the following agencies and
11 organizations as designated by their leadership:
12     (1) The Secretary of State or his designee,
13     (2) The Director of the Department of Public Health or his
14 designee,
15     (3) The Gift of Hope Organ and Tissue Donor Network,
16     (4) The Mid-America Transplant Services,
17     (5) The Illinois Eye Bank,
18     (6) The Illinois State Medical Society,
19     (7) The American Red Cross,
20     (8) The Illinois Nurses Association,
21     (9) The Illinois Hospital Association, and
22     (10) A representative from each transplant center in
23 Illinois;
24     the Task Force shall also include other interested
25 representatives as designated by the Secretary of State,
26 including, but not limited to (i) a medical ethicist, (ii) a
27 member of a donor family, and (iii) a transplant recipient or a
28 member of a recipient's family; and be it further
 
29     RESOLVED, That the private sector members shall serve on a
30 voluntary basis and shall be responsible for any costs
31 associated with their participation in the Illinois Donor
32 Authorization Task Force; and be it further
 
33     RESOLVED, That the Secretary of State or his designee shall

1 serve as the chairperson of the Illinois Donor Authorization
2 Task Force, that all members of the Illinois Donor
3 Authorization Task Force shall be considered to be members with
4 voting rights, that a quorum of the Task Force shall consist of
5 a majority of the members of the Task Force, and that all
6 actions and recommendations of the Task Force be approved by a
7 simple majority of the members of the Task Force; and be it
8 further
 
9     RESOLVED, That the Illinois Donor Authorization Task Force
10 shall meet at the call of the chairperson and shall receive the
11 assistance of legislative staff; and be it further
 
12     RESOLVED, That the Illinois Donor Authorization Task Force
13 shall summarize its findings and recommendations in a report to
14 the General Assembly on or before December 31, 2004.
