SYNOPSIS AS INTRODUCED:

Makes appropriations and reappropriations to Northern Illinois University for various purposes, including for ordinary and contingent expenses.  Effective July 1, 2004.

    AN ACT making appropriations and reappropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

    Section 5.  The following named sums, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the General Revenue Fund to the Board of Trustees of Northern Illinois University to meet the ordinary and contingent expenses of the University, including payment or reimbursement to the University for personal services and related costs, incurred during the fiscal year ending June 30, 2005:

    For Personal Services, including payment

    For Travel.................................... $159,500

    For Commodities............................. $1,971,400

    For Equipment and Library Books............. $1,581,500

    For Operations of Auto Equipment.............. $138,500

    For Telecommunications Services............... $796,900

    For Repair, Maintenance, and Other Capital

      Improvements.............................. $1,560,700

    For Awards and Grants and Matching Funds...... $185,700

    For State Contributions to Social

      Security, for Medicare...................... $408,900

    For Personnel - Employee Health Insurance... $2,337,300

    Section 10.  The sum of $532,748, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2004, from a reappropriation heretofore made for that purpose in Article 4, Section 40 of Public Act 93-587, is reappropriated from the Capital Development Fund to the Board of Trustees of Northern Illinois University for technology infrastructure improvements at Northern Illinois University. No contract shall be entered into or obligation incurred for any expenditures from the reappropriation made in this Section until after the purposes and amounts have been approved in writing by the Governor.

    Section 15.  The sum of $43,366, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2004, from a reappropriation heretofore made for that purpose in Article 4, Section 45 of Public Act 93-587, is reappropriated from the Capital Development Fund to the Board of Trustees of Northern Illinois University for purchasing Engineering Building equipment.

    Section 20.  The sum of $10,075, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of Northern Illinois University for scholarship grant awards, in accordance with Public Act 91-83.

Section 99. Effective date. This Act takes effect July 1, 2004.
