| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Workers' Compensation Act is amended by |
| 5 |
| changing
Section 4a-1 as follows:
|

| Sec. 4a-1. Self-Insurers Advisory Board. The Self-Insurers |
| 8 |
| Advisory
Board is hereby established
within the Commission for |
| 9 |
| the purpose of providing for the continuation of
workers' |
| 10 |
| compensation and occupational disease benefits due and unpaid |
| 11 |
| or
interrupted due to the inability of an insolvent |
| 12 |
| self-insurer as defined in
subsection (d) of Section 4a-2 to |
| 13 |
| meet its compensation obligations when
the employers' |
| 14 |
| financial resources, security deposit, guaranty agreements,
|
| 15 |
| surety agreements and excess insurance are either inadequate or |
| 16 |
| not
immediately accessible for the payment of benefits, and to |
| 17 |
| review and
recommend to the Chairman of the Commission the |
| 18 |
| disposition of all initial
and renewal applications to |
| 19 |
| self-insure filed by private self-insurers
under this Act and |
| 20 |
| the Workers' Occupational Diseases Act.
