Amends the Department of Public Health Powers and
Duties Law of the Civil Administrative Code of Illinois.
Requires the Department, in consultation with the Board of Higher Education, to
study programs that increase the participation of
minorities in health care professions and report to the Governor and General
Assembly. Requires the Department to develop a
statewide network of existing programs and to encourage these programs in
underserved areas of the State. Authorizes the Department to award grants to
these programs, subject to appropriation. Effective immediately.

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The Department of Public Health Powers and |
5 |
| Duties Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 2310-700 as
follows:
|

| (20 ILCS 2310/2310-700 new)

| Sec. 2310-700. Minority Health and Medical Careers |
9 |
| Program.
|
10 |
| (a) The purpose of this Section is to establish a program |
11 |
| in the Illinois
Department of Public Health to study and |
12 |
| develop a statewide network of
innovative programs conducted in |
13 |
| conjunction with professional schools that
attempt to increase |
14 |
| the number of qualified minority applicants to and
graduates of |
15 |
| medical and other professional schools.
|
16 |
| (b) The Department of Public Health, in consultation with |
17 |
| the Board of
Higher Education, shall undertake a study to |
18 |
| identify the
existing programs in the State to increase the |
19 |
| number of qualified minority
health care professionals, any |
20 |
| geographic areas not served by these programs,
the |
21 |
| effectiveness of existing programs, and recommendations for |
22 |
| improving the
effectiveness of existing programs. The |
23 |
| Department of Public Health shall
deliver this study to the |
24 |
| General Assembly and the Governor on or before
December 31, |
25 |
| 2005. Based upon this study, the Department shall establish a
|
26 |
| statewide network of existing programs and encourage the |
27 |
| development of these
programs for both urban and
rural areas of |
28 |
| the State not served.

| (c) The Department may provide grants, subject to |
30 |
| appropriations, to those
programs conducted by professional |
31 |
| schools that have at least 500 participants
from elementary |
32 |
| school to graduate school.
