SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/9A-11.10 new

    Amends the Illinois Public Aid Code. In provisions concerning education, training, and employment programs for TANF recipients, provides that, subject to a specific appropriation for this purpose, the Department of Human Services shall create a tiered-reimbursement rate system for child care providers. Provides that the purpose of this tiered-reimbursement rate system is to establish a set of performance standards that provide support and economic incentives to help programs meet the standards that help children grow and learn. Directs the Department to convene a working committee of its standing Child and Development Advisory Council to create the tiered-reimbursement rate system. Effective immediately.

1     AN ACT in relation to public aid.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 9A-11.10 as follows:
 
6     (305 ILCS 5/9A-11.10 new)
7     Sec. 9A-11.10. Tiered-reimbursement rate system for child
8 care providers.
9     (a) Subject to a specific appropriation for this purpose,
10 the Department of Human Services shall create a
11 tiered-reimbursement rate system for child care providers. The
12 purpose of this tiered-reimbursement rate system is to
13 establish a set of performance standards that provide support
14 and economic incentives to help programs meet the standards
15 that help children grow and learn. This system shall further
16 help families identify high quality child care programs.
17     (b) The Department shall convene a working committee of its
18 standing Child and Development Advisory Council to create the
19 tiered-reimbursement rate system. The working committee shall
20 consist of experts from the child care and early childhood
21 education fields.
 
22     Section 99. Effective date. This Act takes effect upon
23 becoming law.
