Amends the Public Accommodations Article of the Illinois Human Rights Act. In the definition of "place of public
accommodation", deletes the existing examples and inserts language listing private entities that are considered public accommodations for purposes of the Article if the operations of the entities affect commerce. Provides that it is a civil rights violation to deny or refuse full and equal enjoyment of goods of any place of public accommodation. Refers to "disability" (rather than "handicap") in some parts of the Act.
