Amends the Telecommunications Article of the Public Utilities Act. Creates
the Cellular Telephone 911 Access Committee. Provides that the Committee shall
establish what is technologically and economically feasible to ensure that
cellular telephone emergency 911 calls are connected when possible. Effective
immediately.

| AN ACT in relation to telecommunications.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Public Utilities Act is amended by adding |
5 |
| Section 13-802.1 as
follows:
|

| (220 ILCS 5/13-802.1 new)
|
7 |
| (Section scheduled to be repealed on July 1, 2005)
|

| Sec. 13-802.1. Cellular Telephone 911 Access Committee. |

| There is hereby created the Cellular Telephone 911 Access
|
10 |
| Committee (Committee). The Committee shall consist of 4 members |
11 |
| selected by
the Commission who are employed in the cellular |
12 |
| telecommunications industry and
4 members who are selected by |
13 |
| the Citizens Utility Board. The Committee shall
establish what |
14 |
| measures are technologically and economically feasible to |
15 |
| ensure
that emergency 911 telephone calls that are placed from |
16 |
| a cellular telephone
are connected whenever possible. The |
17 |
| Committee shall report its findings to
the General Assembly by |
18 |
| July 1, 2005 and shall be dissolved on that date.

| Section 99. Effective date. This Act takes effect upon |
20 |
| becoming law. |
