    Amends the Unified Code of Corrections. Requires the Department of Corrections to develop and implement at Grayville Prison a 6-year pilot project of faith-based prisoner rehabilitation classes.

1     AN ACT concerning faith-based rehabilitation of prisoners.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Unified Code of Corrections is amended by
5 adding Section 3-6-10 as follows:
 
6     (730 ILCS 5/3-6-10 new)
7     Sec. 3-6-10. Faith-based rehabilitation pilot project.
8 The Department shall develop and implement a 6-year pilot
9 project at Grayville Prison of faith-based rehabilitation. The
10 project shall offer the same type and variety of rehabilitation
11 classes, but those classes shall be presented with the
12 perspective of and incorporate principles of spiritual or
13 religious faith or faiths.
14     The pilot project shall be available only to prisoners
15 within 2 years of release from prison who have maintained a
16 clean prison record within the previous year. The Department
17 may determine other necessary eligibility criteria. The
18 Department may use volunteer rehabilitation class instructors.
19     The pilot project shall include post-release monitoring of
20 participants and their recidivism rate compared to the
21 recidivism rate of prisoners who did not participate in the
22 faith-based rehabilitation. The Department shall report to the
23 Governor and the General Assembly, periodically and within one
24 year after the conclusion of the project, upon the Department's
25 activities under this Section and the Department's evaluation
26 of the project.
