SYNOPSIS AS INTRODUCED:
 
20 ILCS 301/25-18 new

    Amends the Alcoholism and Other Drug Abuse and Dependency Act. Requires the Office of Alcoholism and Substance Abuse of the Department of Human Services to develop a plan for the treatment of substance abuse among homeless persons and that the Office shall assess the need for short term residential services, acute treatment services, transitional support services, outpatient services, day treatment services, long term residential services, supportive housing services, and any other needed services. Sets forth elements to be included in the plan. Requires the Secretary of Human Services to submit the plan to the Governor and the General Assembly within 6 months.

1     AN ACT concerning human services.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Alcoholism and Other Drug Abuse and
5 Dependency Act is amended by adding Section 25-18 as follows:
 
6     (20 ILCS 301/25-18 new)
7     Sec. 25-18. Substance abuse; homeless persons.
8     (a) The General Assembly finds that substance abuse has,
9 for many years, been a significant problem among homeless
10 persons. Meeting the needs of homeless persons with substance
11 abuse problems presents unique challenges.
12     (b) The Department's Office of Alcoholism and Substance
13 Abuse shall develop a plan for the treatment of substance abuse
14 among homeless persons. In developing the plan for the
15 treatment of substance abuse among homeless persons, the Office
16 of Alcoholism and Substance Abuse shall assess the need for
17 short term residential services, acute treatment services,
18 transitional support services, outpatient services, day
19 treatment services, long term residential services, supportive
20 housing services, and any other needed services.
21     (c) The Office of Alcoholism and Substance Abuse shall
22 obtain any needed information and assistance from the
23 Department of Human Services and other State agencies as may be
24 necessary to develop the plan, and other State agencies shall
25 provide such information and assistance upon the Office's
26 request.
27     (d) The Office's plan shall include, but need not be
28 limited to, the following:
29         (1) an estimate of the number of homeless persons in
30     need of substance abuse services, with information on the
31     number of persons in the various geographic areas of this
32     State;

1         (2) an assessment of the services currently in place in
2     the various geographic areas of this State and the adequacy
3     of those services in meeting the substance abuse service
4     needs of homeless persons;
5         (3) an estimate of the additional services needed in
6     the various geographic areas of this State to address the
7     currently unmet substance abuse service needs of homeless
8     persons;
9         (4) a timetable for addressing the currently unmet
10     substance abuse service needs of homeless persons; and
11         (5) such other information as the Office deems
12     appropriate.
13     (e) The Secretary of Human Services shall submit the plan
14     to the Governor and the General Assembly no later than 6 months
15     after the effective date of this amendatory Act of the 93rd
16     General Assembly.
