| AN ACT concerning human rights.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
| 5 |
| Section
5.625 as follows:
|

| Sec. 5.625. The Department of Human Rights Training and |
| 8 |
| Development Fund.
|
| 9 |
| Section 10. The Illinois Human Rights Act is amended by |
| 10 |
| adding Section 7-112.5 as follows:
|

| 12 |
| Sec. 7-112.5. Training fee. The Department is authorized to |
| 13 |
| charge fees to private companies for training offered by the |
| 14 |
| Department's Institute for Training and Development. The fees |
| 15 |
| shall be paid into the Department of Human Rights Training and |
| 16 |
| Development Fund, a special fund that is created in the State |
| 17 |
| treasury. Moneys in the Fund shall be used to: (i) enhance the |
| 18 |
| quality of the Department's training services; (ii) make |
| 19 |
| training available at no cost to agency employees, other State |
| 20 |
| agencies and instrumentalities of the State, community |
| 21 |
| organizations, colleges and universities, and other groups and |
| 22 |
| organizations in Illinois; and (iii) make training available to |
| 23 |
| private companies for a fee.

| 24 |
| Section 99. Effective date. This Act takes effect January |
| 25 |
| 1, 2005.
