AMENDMENT TO HOUSE BILL 6648

    AMENDMENT NO. ______. Amend House Bill 6648 on page 1, by

replacing line 1  with the following:
4
    "AN ACT concerning State government."; and 
 
5
on page 9, by inserting after  line 30 the following:

    "Section 22. The Compensation Review Act is amended  by 
7
adding Section 5.6 as follows:
 
8
    (25 ILCS 120/5.6 new)

    Sec. 5.6. FY05 COLA's prohibited. Notwithstanding any 
10
provision of this
Act, any other law, or any
resolution of the 
11
General Assembly to the contrary,
members of the General

12
Assembly, judges, other than the county supplement, State's 
13
attorneys, other
than the county supplement, the elected 
14
constitutional officers of State
government, and certain 
15
appointed officers of State government, including
members of 
16
State departments, agencies, boards, and commissions whose 
17
annual
compensation is determined by the Board, are prohibited 
18
from receiving and
shall not receive any
increase in 
19
compensation based on a cost of living adjustment, as 
20
authorized by
Senate Joint Resolution 192 of the
86th General 
21
Assembly, for or during the fiscal year beginning July 1, 
22
2004."; and

on page 179, by inserting after  line 23 the following:

    "Section 99. Effective date. This Section and  the

provisions adding Section 5.6  to the Compensation Review Act

take effect upon becoming law."; and
