| AN ACT concerning horses.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Equine Infectious Anemia Control |
5 |
| Act is amended by changing Section 4 and adding Section 4.3 as |
6 |
| follows:
|

| (510 ILCS 65/4) (from Ch. 8, par. 954)

| Sec. 4. Tests of equidae entering the State. All equidae
|
9 |
| more than 12 months of age entering the State for any reason
|
10 |
| other than for immediate slaughter shall be accompanied by a
|
11 |
| Certificate of Veterinary Inspection issued by an accredited
|
12 |
| veterinarian of the state of origin within 30 days prior to
|
13 |
| entry and shall be negative to an official test for EIA within
|
14 |
| one year prior to entry. Equidae entering the State for
|
15 |
| immediate slaughter shall be accompanied by a consignment
|
16 |
| direct to slaughter at an approved equine slaughtering |
17 |
| establishment.

| Sec. 4.3. Auction certificate of notification. Any equine |
21 |
| owner who sells or otherwise transfers an equine in an equine |
22 |
| auction must sign, upon consignment, a certificate of |
23 |
| notification acknowledging that he or she has been made aware |
24 |
| of the fact that the auctioned equine may be sold for |
25 |
| slaughter. A copy of the certificate of notification shall |
26 |
| accompany the equine upon sale or transfer. The person or |
27 |
| entity conducting the auction shall provide the certificate of |
28 |
| notification.

| Section 99. Effective date. This Act takes effect upon |
30 |
| becoming law.
