SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the College and University Electronic Textbook Act. Upon request, requires a publisher of a textbook that is adopted for instructional use at a college or university to furnish the college or university with an electronic version of the textbook if the textbook is for a literary subject or, for a textbook for a nonliterary subject, if the technology is available to convert the textbook directly to a format compatible with braille translation software. Provides that a publisher may not charge a price for this electronic version that exceeds the price it charges for the print or electronic media version of the textbook. Effective immediately.

1     AN ACT concerning higher education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 College and University Electronic Textbook Act.
 
6     Section 5. Definitions. As used in this Act:
7     "College or university" means a degree or
8 certificate-granting public or private college, university,
9 junior college, or community college located in this State.
10     "Textbook" includes a text published in electronic media
11 that is used for instructional purposes.
 
12     Section 10. Electronic version of textbook required to be
13 furnished. Upon request, a publisher of a textbook that is
14 adopted for instructional use at a college or university shall
15 furnish the college or university with an electronic version of
16 the textbook if the textbook is for a literary subject or, for
17 a textbook for a nonliterary subject, if the technology is
18 available to convert the textbook directly to a format
19 compatible with braille translation software. A publisher may
20 not charge a price for this electronic version that exceeds the
21 price it charges for the print or electronic media version of
22 the textbook.
 
23     Section 99. Effective date. This Act takes effect upon
24 becoming law.
