| AN ACT concerning education.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
5 |
| adding Section 9.30 as follows: |
6 |
| (110 ILCS 205/9.30 new) |

| Sec. 9.30. Privatize residential living; study. The Board, |
8 |
| in cooperation with public universities in Illinois, shall |
9 |
| conduct a study on the privatization of residential living for |
10 |
| students. The purpose of the study is to seek alternative |
11 |
| methods to meet the demand for additional and upgraded housing |
12 |
| by using the efficiencies and creativity of the private sector |
13 |
| while maintaining control over design, operation, and quality. |
14 |
| The study shall address cost-efficiency, private developer |
15 |
| opportunities, liability issues, capital investments, |
16 |
| financial impact, financing scenarios, operating options, |
17 |
| student life, and liability issues. The Board shall report its |
18 |
| findings and recommendations to the General Assembly by January |
19 |
| 1, 2006.

| Section 99. Effective date. This Act takes effect upon |
21 |
| becoming law.
