| AN ACT concerning vehicles.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Illinois Vehicle Code is amended by adding |
5 |
| Section 3-806.6 as follows: |
6 |
| (625 ILCS 5/3-806.6 new) |
7 |
| Sec. 3-806.6. Victims of domestic violence. |
8 |
| (a) The
Secretary shall issue new and different license |
9 |
| plates immediately
upon request to the registered owner of a |
10 |
| vehicle who appears in
person and submits a completed |
11 |
| application, if all of the following
are provided: |
12 |
| (1) proof of ownership of the vehicle that is |
13 |
| acceptable to the
Secretary; |
14 |
| (2) a driver's license or identification card |
15 |
| containing a picture
of the licensee or cardholder issued |
16 |
| to the registered owner by the
Secretary under Section |
17 |
| 6-110 or 6-107 of this Code or Section 4 of the Illinois |
18 |
| Identification Card Act. The Office of the Secretary shall |
19 |
| conduct a search of its records to verify the authenticity |
20 |
| of any document submitted under this paragraph (2); |
21 |
| (3) the previously issued license plates from the |
22 |
| vehicle; |
23 |
| (4) payment of the required fee for the issuance of
|
24 |
| duplicate license plates under Section 3-417; and |
25 |
| (5) one of the following: |
26 |
| (A) a copy of a police report, court documentation, |
27 |
| or other law
enforcement documentation identifying the |
28 |
| registered owner of the
vehicle as the victim of an |
29 |
| incident of abuse, as defined in Section 103 of the |
30 |
| Domestic Violence Act, or the subject of
stalking, as |
31 |
| defined in Section 12-7.3 of the Criminal Code of 1961; |
32 |
| (B) a written acknowledgment, dated within 30 days |
