1     AN ACT regarding vehicles.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 3-100 as follows:
 
6     (625 ILCS 5/3-100)  (from Ch. 95 1/2, par. 3-100)
7     Sec. 3-100. Definitions. As used in For the purposes of
8 this Chapter, the following words shall have the meanings
9 ascribed to them:
10     "Electronic" includes electrical, digital, magnetic,
11 optical, electromagnetic, or any other form of technology that
12 entails capabilities similar to these technologies.
13     "Electronic record" means a record generated,
14 communicated, received, or stored by electronic means for use
15 in an information system or for transmission from one
16 information system to another.
17     "Electronic signature" means a signature in electronic
18 form attached to or logically associated with an electronic
19 record.
20     "Owner" means a person who holds legal document of
21 ownership of a vehicle, limited to a certificate of origin,
22 certificate of title, salvage certificate, or junking
23 certificate. However, in the event a vehicle is the subject of
24 an agreement for the conditional sale or lease thereof with the
25 right of purchase upon performance of the conditions stated in
26 the agreement and with an immediate right of possession vested
27 in the conditional vendee or lessee, or in the event a
28 mortgagor of such vehicle is entitled to possession, then such
29 conditional vendee or lessee or mortgagor shall be deemed the
30 owner for the purpose of this Chapter, except as provided under
31 paragraph (c) of Section 3-118.
32     "Record" means information that is inscribed, stored, or

1 otherwise fixed on a tangible medium or that is stored in an
2 electronic or other medium and is retrievable in perceivable
3 form.
4     "Signature" or "signed" includes any symbol executed or
5 adopted, or any security procedure employed or adopted, using
6 electronic means or otherwise, by or on behalf of a person with
7 intent to authenticate a record.
