| AN ACT in relation to health.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Community Mental Health Act is amended by |
| 5 |
| changing Section 1
as follows:
|
| 6 |
| (405 ILCS 20/1) (from Ch. 91 1/2, par. 301)
|

| Sec. 1. Definitions. As used in this Act:
|
| 8 |
| (a) "Governmental unit" means any county, city, village, |
| 9 |
| incorporated
town, or township. ;
|
| 10 |
| (b) "Person with a developmental disability" means any |
| 11 |
| person or persons so
diagnosed and as defined in the Mental |
| 12 |
| Health and Developmental Disabilities
Code. ;
|
| 13 |
| (c) "Substance abuse" means the excessive use of alcohol, |
| 14 |
| addiction to a
controlled substance, or the habitual use of |
| 15 |
| cannabis.
