1     AN ACT in relation to education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 21-11.3 as follows:
 
6     (105 ILCS 5/21-11.3)  (from Ch. 122, par. 21-11.3)
7     Sec. 21-11.3. Resident teacher certificate. A resident
8 teacher certificate shall be valid for 4 years for employment
9 as a resident teacher in a public school. It shall be issued
10 only to persons who have graduated from a regionally accredited
11 institution of higher education with a bachelor's degree, who
12 are enrolled in a program of preparation approved by the State
13 Superintendent of Education in consultation with the State
14 Teacher Certification Board, and who have passed the
15 appropriate tests as required in Section 21-1a of this Code and
16 as determined by the State Board of Education. A resident
17 teacher certificate may be issued for teaching children through
18 grade 3 or for grades K-9, 6-12, or K-12 in a special subject
19 area and may not be renewed. A resident teacher may teach only
20 under the direction of a certified teacher as the resident
21 teacher's mentor and shall not teach in place of a certified
22 teacher. The holder of a resident teacher certificate shall be
23 deemed to have satisfied the requirements for the issuance of a
24 Standard Teaching Certificate if he or she has completed 4
25 years of successful teaching, has passed all appropriate tests,
26 and has earned a master's degree in education.
