| AN ACT in relation to higher education.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Board of Higher Education Act is amended by |
5 |
| changing
Section 3 as follows:
|

| (110 ILCS 205/3) (from Ch. 144, par. 183)

| Sec. 3. Terms; vacancies.
|
8 |
| (a) The members of the Board whose appointments are subject |
9 |
| to
confirmation by the Senate shall be selected for 6-year |
10 |
| terms expiring on
January 31 of odd numbered years. Of the |
11 |
| initial appointees, however, 2
shall be designated by the |
12 |
| Governor to serve until January 31, 1963, 3
until January 31, |
13 |
| 1965, and 3 until January 31, 1967.

| Of the 2 appointees to be made by the Governor pursuant to |
15 |
| this Act as
amended by the 75th General Assembly, one shall be |
16 |
| designated to
serve until January 31, 1971 and one until |
17 |
| January 31, 1973.
|

| (b) The members of the Board shall continue to serve after |
19 |
| the
expiration of their terms until their successors have been |
20 |
| appointed.
|

| (c) Vacancies on the Board in offices appointed by the |
22 |
| Governor shall be
filled by appointment by the Governor for the |
23 |
| unexpired term. If the
appointment is subject to Senate |
24 |
| confirmation and the Senate is not in
session or is in recess |
25 |
| when the appointment is made, the appointee shall
serve subject |
26 |
| to subsequent Senate approval of the appointment.
|

| (d) The student member shall serve a term of one year |
28 |
| beginning on July
1 of each year, except that the student |
29 |
| member initially selected shall
serve a term beginning on the |
30 |
| date of the
such selection and expiring
on the
next succeeding |
31 |
| June 30.

| (e) The member of the Board representing public university |
