| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The School Code is amended by changing

| 14-3.03 as follows:
|

| Sec. 14-3.03. State plan. The State plan to ensure
insure
|

| free
appropriate
public education for children with |
| 9 |
| disabilities submitted
to the United States
Secretary of |
| 10 |
| Education under Section 613 of the federal Education of the
|
| 11 |
| Handicapped Act, Title 20 United States Code, Section 1413 must |
| 12 |
| be approved
by the State Board of Education prior to its |
| 13 |
| submission. Prior to the
approval of such plan, the State Board |
| 14 |
| of Education shall publish the
proposed plan in the Illinois |
| 15 |
| Register, hold hearings on the plan and
elicit public comment. |
| 16 |
| Notice of such hearings shall be made in the manner
provided in |
| 17 |
| the Illinois Administrative Procedure Act.
