| AN ACT concerning utilities
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|
4 |
| Section 5. The Public Utilities Act is amended by changing |
5 |
| Section 19-130 as follows:
|
6 |
| (220 ILCS 5/19-130)
|
7 |
| Sec. 19-130. Illinois Commerce Commission study and |
8 |
| report. Beginning in 2003, and ending
in 2007, the Commission |
9 |
| shall prepare an annual
report regarding the
development of |
10 |
| natural gas markets in Illinois. The report shall be filed by
|
11 |
| July 1
of each year with the Joint
Committee on Legislative |
12 |
| Support Services of the General Assembly and the
Governor and |
13 |
| shall be
publicly available. The report shall include, at a |
14 |
| minimum, the following
information:
|
15 |
| (1) the aggregate annual demand of retail natural gas |
16 |
| customers in the
State of Illinois in the preceding
|
17 |
| calendar year;
|
18 |
| (2) the total annual therms delivered and sold to |
19 |
| retail customers in the
State of Illinois by each gas
|
20 |
| utility
and each alternative gas
supplier in the preceding |
21 |
| calendar year;
|
22 |
| (3) the percentage of therms delivered and sold to |
23 |
| customers in the State
of
Illinois in the preceding
|
24 |
| calendar year by each gas utility
and
each alternative gas |
25 |
| supplier;
|
26 |
| (4) the total number of customers in the State of |
27 |
| Illinois served in the
preceding calendar year by each gas |
28 |
| utility and each alternative gas supplier;
|
29 |
| (5) an analysis of the status and development of the |
30 |
| retail natural gas
market in the State of Illinois; and
|
31 |
| (6) any other information the Commission considers |
32 |
| significant in
assessing
the development of gas
markets in |
