1     AN ACT concerning health facilities planning.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Health Facilities Planning Act is
5 amended by changing Section 2 as follows:
 
6     (20 ILCS 3960/2)  (from Ch. 111 1/2, par. 1152)
7     (Section scheduled to be repealed on July 1, 2008)
8     Sec. 2. Legislative purpose. The purpose of this Act is to
9 establish a procedure designed to reverse the trends of
10 increasing costs of health care resulting from unnecessary
11 construction or modification of health care facilities. Such
12 procedure shall represent an attempt by the State of Illinois
13 to improve the financial ability of the public to obtain
14 necessary health services, and to establish an orderly and
15 comprehensive health care delivery system which will guarantee
16 the availability of quality health care to the general public.
17     This Act shall establish a procedure (1) which requires a
18 person establishing, constructing or modifying a health care
19 facility, as herein defined, to have the qualifications,
20 background, character and financial resources to adequately
21 provide a proper service for the community; (2) that promotes
22 through the process of recognized local and areawide health
23 facilities planning, the orderly and economic development of
24 health care facilities in the State of Illinois that avoids
25 unnecessary duplication of such facilities; (3) that promotes
26 planning for and development of health care facilities needed
27 for comprehensive health care especially in areas where the
28 health planning process has identified unmet needs; and (4)
29 that carries out these purposes in coordination with the Agency
30 and the comprehensive State health plan developed by that
31 Agency.
