1     AN ACT in relation to families.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Children and Family Services Act is amended
5 by changing Section 5c as follows:
 
6     (20 ILCS 505/5c)
7     Sec. 5c. Direct child welfare service employee license. By
8 January 1, 2000, the Department, in consultation with private
9 child welfare agencies, shall develop and implement a direct
10 child welfare service employee license. By January 1, 2001 all
11 child protective investigators and supervisors and child
12 welfare specialists and supervisors employed by the Department
13 or its contractors shall be required to demonstrate sufficient
14 knowledge and skills to obtain and maintain this the license.
15 The Direct Child Welfare Service Employee License Board of the
16 Department shall have the authority to revoke or suspend the
17 license of anyone who after a hearing is found to be guilty of
18 misfeasance. The Department shall promulgate such rules as
19 necessary to implement this Section.
20     On or before January 1, 2000, and every year thereafter,
21 the Department shall submit an annual report to the General
22 Assembly on the implementation of this Section.
