    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Board of Higher Education Act is amended by 
5
changing
Section 9.03 as follows:

    Sec. 9.03. To advise and counsel the Governor, at his or

her request,
regarding any
area of, or matter pertaining to,
