Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to conduct a study on the effects of extending Daylight Savings Time to the months when Illinois normally would observe Central Standard Time and to submit a report of its findings and recommendations to the General Assembly on or before July 1, 2005. Effective immediately.

| AN ACT concerning economic development.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |
5 |
| Opportunity Law of the
Civil Administrative Code of Illinois is |
6 |
| amended by adding Section 605-313 as follows: |
7 |
| (20 ILCS 605/605-313 new) |

| Sec. 605-313. Daylight Savings Time study. The Department |
9 |
| must conduct a study on the effects of extending Daylight |
10 |
| Savings Time to the months when Illinois normally would observe |
11 |
| Central Standard Time. The study must include, without |
12 |
| limitation, the effects on utilities, crime, mental health, |
13 |
| business, finance, and the general operation of State and local |
14 |
| governments. The Department must submit a report of its |
15 |
| findings and recommendations to the General Assembly on or |
16 |
| before July 1, 2005.

| Section 99. Effective date. This Act takes effect upon |
18 |
| becoming law.
